Non-scheduled commercial international flights (which are often referred to as charter flights) are where there is a payment by the passenger or the shipper of cargo to the operator of the aircraft for a one-off flight (or series of flights) between New Zealand and another country or territory that are not offered as a scheduled international air service.

Some non-scheduled commercial international flights need to be authorised.

The Secretary for Transport provides authorisation. These powers are usually exercised under delegated authority by a senior Ministry of Transport official.
