Airport bylaws

Advice for airport operators about consulting on airport bylaws.

What you need to know

The Civil Aviation Act 2023 (the Act) retains airports’ ability to make bylaws but changes the way they are made.

These bylaws can relate to opening hours, safety precautions, traffic regulation and parking. See ‘what can bylaws be about?’ below for further details.

The Act introduces an airport registration system to replace the airport authority status that has been in place under the Airport Authorities Act 1996. To make bylaws under the new Act an airport must be a registered airport operator.
