28 September 2024

The Minister of Transport Simeon Brown signed the new Land Transport Rule: Setting of Speed Limits 2024 on 28 September 2024.

Key changes in the new Rule include:

·       requiring a cost benefit disclosure statement, meaning Road Controlling Authorities (RCAs) will need to describe travel time and safety impacts of proposed speed limit changes.

·       requiring variable speed limits outside school gates by 1 July 2026. RCAs will be able to set these times according to each school within reasonable constraints – that is, up to 45 minutes either side of the bell at the start and end of the school day.

·      enabling the possibility of 120km/h speed limits on expressways that are built and maintained to hold that limit.

·       requiring some speed limits reduced since 1 January 2020 to be reversed by 1 July 2025.

The new Rule comes into force 30 October 2024.
