What you need to know
The Government Policy Statement on land transport (GPS) sets out how money from the National Land Transport Fund is allocated towards achieving the Government’s transport priorities. It sets out ranges for funding for activities such as public transport, state highway improvements, local and regional roads and road safety — we call these activity classes. Each GPS sets out the priorities for the following 10-year period, and is reviewed and updated every 3 years.
We started development of the GPS 2021 in early 2019. On behalf of the Minister of Transport we released a draft for public engagement in March 2020. We used feedback from submissions to develop the final. GPS 2021 will take effect from 1 July 2021.

The work to date
Technical amendment to GPS 2021 to clarify rail funding
A technical amendment has been made to the Government Policy Statement on Land Transport 2021/22-2030/31 to make clear the Crown contribution of $834.4m to the NLTF to fund the rail network.
Draft GPS 2021 engagement
We released the draft Government Policy Statement on Land Transport 2021/22–2030/31 (draft GPS 2021) for public engagement.
Proactive release of documents from the development of GPS 2021
We are proactively releasing ten documents that were key to the formulation of GPS 2021, including the Cabinet Papers seeking approval to publish the draft GPS for engagement and then the final GPS.
Final GPS 2021 published
GPS 2021 builds on and consolidates the priorities of GPS 2018. The strategic priorities for GPS 2021 are safety, better travel options, improving freight connections and climate change.
Regional workshops held
We held 14 regional workshops with local government and other stakeholders in March–April 2019 to understand the key issues for stakeholders before we began providing advice to ministers on GPS 2021.
